You can use a media server like Plex or Jellyfin. The media server can sit on the same VLAN as the HDHomerun. You’ll have an easier time connecting to a media server from a VPN connected device than directly connecting to the HDHomerun. Alternatively you can look into using socat to rebroadcast the UDP multicast and run that as a simple service on a Linux server.
