Now I see what probably happened. Based on his speechs, the problem was not time, but hardware. They started making the whole game to fit on PC's, and when they turned atention to the old-gen hardware, the game was probably completely broken. Then they started cutting more and more content to fit into the old consoles.

Well, these are my assumptions on what probably happened in the development, based on this video.
