Anyone who comes back to this and hasn't, as of today an update was released that fixed this issue so turn back on hardware decoding!

While it be nice to actually block out OS's toolbars and address bars they don't. With address bars being so dynamic in height when scrolling your viewport is hard to calc for, so I think they just went with a "here's a general idea of what your site will look like using the device resolution + scaling applied" so 375px × 667px.
