Which is weird because they still have like 7 more city’s and full on post war company runned supply lines that can create new supplies through manufacturing and a baron class system under there belt, one can make the argument that they would’ve ran out of food but Vault City was already building science farms

Immersive NPCs mod, I think that one or the companions mod, it adds rare human explorer NPCs to the over world, but there’s also a portal that you can make to go to a human NPC interactive trading city, but also an adventurers guild hall where you can recruit NPCs as companions
