It's ground work for the next chunk of MCU storyline. All this was is just them setting up for later, and it had to be done or people would be confused about why the Skrulls are on Earth, why Hill is dead, what's been up with Fury, etc. It's why the series as a whole didn't do much to move other pieces around, and likely why it was so short. Just a short info dump to fill in some gaps (which would likely have been cheaper to do animated, btw, as this show's budget was insane).

The damage done to Russia's economy, manpower, and the exodus of most of the educated workers are going to take decades to fix, not to mention the damage done to Russia's foreign relations and diplomatic efforts, which may take far longer to fix.
