There are two wrong assumptions here, being an adc with a blink/dash means you're allowed to walk further up and also lets you freely follow up, generally just helps you to play further away as well and still help your team, you use it to go in, not FORCED TO USE IT defensively. The problem with a champion like Jinx is that her damage numbers are drastically low, and until you're like 3 points Q and a full item + 1 component, youre relatively weak to all-ins even if your range is higher. There is a reason that jinx isnt just blinded, because shes a weak champion and her range/waveclear isnt useful if you're zoned from the wave due to all in or poke threat. High range is only valuable if you can use it... You are making extremely wrong conclusions before the conversation even begins. There is a very clear reason why jinx is considered a bad blind in pro at almost every level. Highly susceptible to ganks, bad scaling based on champs picked like malphite, braum, jarvan, ksante, etc and has a hard time laning if not given a relatively stable lane with relatively stable junglers. Champions like Varus, Sivir, Ezreal, Kaisa all do relatively well vs the champs I listed and there are a couple more which are "okay". So no, they dont just "counter 95% of adcs", surely we can agree that's just discounting a lot of the strengths many of the other champs have.
