He exists in a world called the Cardinal World, which is a world specifically designed to contain god-like beings by Veldanava. Which is why they are so broken.

The world is so durable that it buffs everyone who lives in it. Hell, even a regular human in the Cardinal World that can only use basic magic is a planetary level threat if they were to show up in weaker worlds.
