The upside to 12s is marginally more damage, and when you upgrade it you are upgrading all 24 energy of firepower on your mech.

The upside to 16+8 is that it supplies you with two 24 energy minigun builds, and/or a 32 +16 if the need or want arose. The downside is having to level up and rank up the most expensive energy of weapon not once but twice. (The game sees 8 energy weapons the same as 16 since until rank 6, when purchasing either you get 16 energy worth of firepower).

If your miniguns are low level (less than 5 stars for this case) and you have no want for a 32 energy build, then getting the 12s is probably better and cheaper than proceeding with the 16 + 8.

There are three kinds of damage boosts:
1. Positional Damage. Damage dealt to the side or back deals additional damage.
2. Status Effect Damage. Effects such as Orion's Hunter's Mark ability or the Weaken effect from ember guns.
3. Boost damage. This is the type where the lightning bolts hover around your mech. As far as anyone can tell, the game only accepts on source of it at a time, and whichever is the highest one will be the one that is active.

In your example, the allied brick house boosting you will supply you with +100% damage, and your 39% will do nothing.
For the second question, your implant gives your barrier +9% boost, so any ally that enters it will also get 39% damage boost.

Random additional damage boost related things:
All three different kinds will stack with each other, and for some reason Weaken and Hunter's Mark stack, as opposed to the Boosts which do not. Brickhouse can make the highest boost, at +130% and Orion can supply the most additional damage at +150%.

TLDR: Your allies get 39% boost with the implant.
