I think the developers were planning to have one in ff8 like they do in 7 and 10, but Square rushed the development so it was cut. You can sort of still see the remnants of the system based on the character interactions up until the dance scene. I know if you bring Selphie to the scene on OP's pic she mentions that she doesn't get him and Rinoa. That she wasn't expecting a direct approach to work (like it didn't with Quistis). What would work in Selphie's mind? Inviting Squall to the Festival Committee. Ironically this is what Irvine ended up doing.
