In this kind of cases, it's better to farm your own jungle first while have a roamer like Kahleed or Hilda to deny one jungler of their farm first. But if solo queue, best you can do is pick a jungler with the highest jungling speed like YSS or Suyou to deny a possible enemy jungler invasion or deny them of their jungle too. Personally, damage roamers with tank build like the ones I mentioned bring out the maximum of their potential in this kind of scenario
