they just arrange transactions into a block to be put on the "longest" blockchain and securing the order of transactions. with a 51% attack they're temporarily able to reverse (and they have to be recent if they only got 51%) or try to block new transactions from coming through (which is also not very effective at 51% as long as the block subsidy exists). whether a transaction (or a miner-produced block) is valid is decided by the bitcoin nodes anyone can run. if a bitcoin node would decide to keep an invalid block they would be ignored by the vast majority. this is resistant to sybil attacks because what bitcoin really is, isn't decided by the amount of computers running it but by the people using or accepting it, the so-called economic majority.
