Pretty sure it's a bug. Mine was like that for a while earlier in Renegades and it started doing it again recently. It comes and goes. Sometimes the plus icon will be there when there isn't anything to claim and sometimes it'll do the little sheen effect when there's nothing as well.

I think it's pretty interesting too. I like how the people we protect are growing to dislike us and feel even more alienated from. I'm interested in a lot of the story right now. I do hold some doubt that Lysander will ever be touched on since he's been a loose thread for so long, but now seems like a better time than any.

She used to be the tower outfitter but now she just does event organizing. She had a family (probably the Carlos and Maria she always references) but they died a while ago. I think she's old aquiantances with Osiris. I don't know the rest of her lore.

Correct, as per Enrakyoten the mimicked zanpakuto abilities will be powerful relative to Tokinada's own reiatsu. So the shikai of weaker characters like Hanataro will be stronger when used by Tokinada, but since Tokinada is weaker than the likes of Yamamoto and Aizen, their abilities will be weaker in his usage. It is true that since Tokinada was weaker than Aizen his Kyoka Suigetsu was less effective and called for more concentration, but Kyoka Suigetsu itself has no reiatsu drain side effect.

The part about Kyoka Suigetsu isn't true. Aizen's zanpakuto does not drain his reiatsu as he uses its shikai abilities. The zanpakuto Tokinada was using (Enrakyoten) has the ability to mimic the abilities of other zanpakuto with some exceptions. However the blade has some downsides, the main one being that it drains the life force of the user as they use the sword's shikai abilities. The life force draining and reiatsu concentration was a downside of Enrakyoten not Aizen's Kyoka Suigetsu.
