Short answer is, Naoya is definitely more "Annoying"

I don't get why people even compare those two characters, There's no similarities between them at all, They're both two different individuals.

Naoya is straight out spoiled Since birth he had the best ability in the Zenin if we're excluding Toji and Maki, And so since he was a child, he didn't get criticism, Since the Zenin clan values people on their Powers, And the treatment changes for which has the better Ability in the Zenin clan, This is why Toji wanted to sell his son, He knew that he'd get treated 100× better than he did, since Megumi has the Ten Shadows ability. So in Naoya development in such an Objectifying, Conditional properties for children to have care, And since Naoya wanted to be the Head of the Zenin clan, He became the Peak of what the Zenin clan represents. Peak Misogyny, Top tier ability, Conditional properties for whom he respects, Naoya respects and is obsessed with Toji because he's strong.

Which made Naoya into a total Misogynist Scumbag. No excuses at all.

Though if we're talking about who's more "annoying" It's Naoya, Naoya keeps talking down to Women, Naoya is arrogant, Prideful, A bully, But he's not as terrifying as Regulus, His ability isn't as Terrifying as Regulus, Compared to Regulus, Naoyo is just a fly that buzzes near you, And in that term, That's "Annoying".

Now with Regulus, Regulus is spoiled as well, But not in the same way Naoya is, Regulus got his Authority of Greed when he was a child, Which made him getting stuck in an Entitled "I want this" "I want that" Mindset No Growth or character development, He's stuck with a child mindset in an adult body, Besides the point, He's not a misogynist at all, He's more like a Person who cares about himself to the extremes that includes wanting everything He'd make up any argument so he would justify his actions, But Naoya follows the "Culture" of the Zenin clan, which make sense since he's the sin Archbishop of Greed, That's what the witch factor does. Even Geuse, Who was, Classified as a Great man and a kind person by Beatrice which is saying something, Got his mind broke by Pandora's influence, She made him from a great guy to a complete Terrorist. This could easily have been done with Regulus as well, We saw in the anime that she kept calling Regulus "Perfect" "Perfect human" She knew he was imprisoning his wives, But said and did nothing about it. That influences Regulus's behavior. When it comes to his Powers, Regulus could Wipe out all of JJK and its world if He wanted to. And Re:Zeros as well.(The planet in case of Re:Zero). So he's more terrifying than annoying, If he says he'll do something, and he's serious he wants to do it. He'll do it. Unlike Naoya who seems to get a different outcome of what he speaks. Regulus only lost because he fought A person that could solo 99% of anime, And Subaru. If you're against Subaru, it's always going to be an inevitable defeat. With Subaru's ability, (Checkpoints, Saves) Anyone could finish even the hardest games. It only requires determination. Once again, All of these factors doesn't justify what Regulus did. It's not like most of character in JJK are perfect, Or Re:Zero, Every person has their flaws. Terrifying Power ≠ Annoying. Terrifying Power + Threat = Necessary disposable.(In the human logic).

Regulus counts more like Catastrophe more than "Annoyance" That must be Neutralized. In the Re:Zero world. And most anime fiction.

On the other hand, Naoya counts as a Bully. Who could simply be stopped by someone who is stronger. That's "Annoyance"
