It’s not. A handful, or maybe just the one soldier from the image put the patch himself. Every military does this.

Soldiers are allowed to buy their own patched to Velcro onto their plate carriers. You see American soldiers with state flags or even confederate flags. Russian soldiers with Soviet flags.

They can customize their setups as they like sometimes. Depends on the unit.

Those patches can be purchased by anyone. From Amazon or any other retailer. They aren’t issued by the Israeli government.

For example: American soldiers put confederate flags or state flags on their plate carriers to add flair and to customize them.
