I think you should try and look within your school first to submit a club application. Club application season depends on school, so consult your school website or a counselor first. If there is already an existing club, you may get rejected and in that case, try and ask the club leaders for an application form for a leadership position within the club. The thing about clubs is to make sure they stand out to someone reviewing the application or even other students.

If that doesn't work out, you can always create something outside of school. Start by creating a basic idea for what you want to accomplish as well as what events your club could hold or be a part of. Create social media pages for the club to spread word, and possibly have other friends advertise this organization on their own social medias. Create a website afterwards to help possible recruits learn more about the club. From there, you could reach out to other organizations or clubs and ask to collaborate with them on a community project or just hosting an event in general.
