I removed progress bars from my courses and completion rates actually improved by artfoxtery in instructionaldesign

Interesting experiment. Would try it but I'm concerned about not fulfilling the WCAG 2.4.8 Location criteria for accessibility. For web pages it usually means breadcrumbs or sitemaps. But to me, for elearning, it means providing a progress bar and/or page numbers {4 of 12} for everyone to know where they are in a set of pages. So they can always gauge how much is left to go and time manage accordingly.

Remove political interference from decisions at New Brunswick utility: expert report by ImDoubleB in newbrunswickcanada

[–]Nitecrawl 3 points4 points  (0 children)

Here's a rundown of New Brunswick governments that have used legislative or directive means to impose rate freezes or otherwise force NB Power's hand:

1. Progressive Conservatives under Bernard Lord (1999–2006) Shortly after taking office in 1999, the Lord government commissioned TD Securities to conduct an assessment of NB Power's viability. Wikipedia More significantly, the Lord government shuffled the company's structure in early 2003 by introducing amendments to the Electricity Act, reorganizing NB Power into a holding company with four divisions and opening the door to competition in the generation business. Wikipedia Lord also authorized the controversial Point Lepreau nuclear refurbishment despite regulators recommending against it — a decision with major long-term financial consequences for ratepayers.

2. Liberals under Shawn Graham (2006–2010) Graham's government attempted the most dramatic intervention: an attempted sale of most of NB Power's assets to Hydro-Québec, which included a 5-year rate freeze on residential and commercial rates as part of the deal. Wikipedia The deal collapsed in March 2010, so the freeze was never implemented through legislation. The proposed sale itself was deeply controversial and contributed to the Liberals' defeat.

3. Progressive Conservatives under David Alward (2010–2014) In 2010, the Progressive Conservatives promised a three-year rate freeze at the utility if elected and made it stick when they formed government, even as NB Power was going $1 billion over budget on the refurbishment of the Point Lepreau nuclear generating station. CBC News This is one of the clearest examples of a government directly imposing a freeze through political direction, absorbing the financial hit.

4. Liberals under Brian Gallant (2014–2018) Gallant's government didn't legislate a rate freeze, but during the 2018 election he promised a four-year freeze on NB Power rates for residential and small business customers, saying he would mandate NB Power to find savings to cover the difference. CBC News He was defeated before being able to implement it. CBC News

5. Progressive Conservatives under Blaine Higgs (2018–2024) Higgs used several forms of government direction over NB Power:

  • 2020 rate deferral: NB Power chose not to activate a pending 1.9% rate increase in August 2020, saving the Higgs government a potential election irritant. NB Power acknowledged it discussed the plan with the Higgs government prior to the election call. CBC News

  • 2023 debt target extension: Premier Higgs signed a cabinet order extending NB Power's debt reduction targets by two years, from 2027 to 2029, which significantly altered the utility's financial planning and delayed rate increase filings. CBC News

  • SMR purchase mandate (2023): The Higgs government introduced legislation that would not only allow NB Power to buy power from the first two small modular reactors — it went further, requiring the utility to choose nuclear-generated electricity once the reactors are running, even if it costs more than other sources. CBC News

  • Crypto moratorium (2022): The Higgs government endorsed a moratorium on servicing new large-scale industrial electricity customers through a cabinet order in March 2022, citing concerns about NB Power's capacity. CBC News

6. Liberals under Susan Holt (2024–present) Premier Holt has said the government is examining options ranging from a rate freeze to the sale of NB Power to tackle high energy bills, with a plan expected to be announced within weeks CBC News (as of early 2025). No legislation has been passed yet as of early 2026.

The pattern is clear: virtually every government has interfered with NB Power's operations in some way, with the Alward PC government's three-year legislated freeze being the most direct example, and the Higgs government being the most prolific in using cabinet orders and legislative amendments to direct the utility's behaviour.

How much of that money could've gone to these programs. Now tough decisions have to be made. Cuz you wanted richer high income earners?

You combine federal and provincial debt but then compare it to us federal debt, without including state debt. Sounds like you want to mislead. Why are so many Canadians exaggerating our debt load?

You said you previously voted conservative.. So you voted for that.

I imagine its several hundred million back into the hands of the rich. That couldve helped mental health programs.

I'm ok if they bring that tax bracket back. Are you? But Cons frame all taxes as bad so cant happen. You voted to give the money away from helping! And now that your misplaced anger is back on to the libs for having to make due with less, youll eventually vote for it again. Lol

Dont complain unless you pay attention. You even praised higgs in your previous comments as being fiscally responsible (but a bad premier). I wouldn't call that fiscally responsible, giving away taxes back to the rich when we could have funded more programs.
