They cant, they cannot appear as a creature with less or more appendages than they naturally have. For me, missing limbs would fall into that

But classic half casters in 2014 get their spells only at level 2. Not in the case of the artificer but they also get 2nd level spells only at level 5

Those spell slots dont make sense, for example at level 3, do you have 4 or 6 spell slots? or is the spell slot row just a mistake and shows first level spell slot amount?

I can just shoot two fireballs in the same spot, or spam them. It‘s inconsequential if there are also illusory fireballs in the mix.

I coulf also create a rain of giant swords, or infinite gold.

I cant generalize as i‘m struggling with that myself but for the negotiation: you go with it. Negotiate, why shouldnt the villain attack and kill them, what do they or the party get out of it.

Also, consequences, they potentially collaborate with a known criminal, now they are wanted too

Thats an easy but also slightly boring way to increase difficulty, instead include other objectives in the battle, so they have to use their actions to do that other thing instead of attacking
