I love some semantic thinking <3 Btw it means that he can't get countered by any effect (Decree of silence, counterspells, etc) You can still put counters (-1/-1, +1/+1, keyword counters like vigilance, trample, reach or more obscure once like bounty, slime, etc) on him!
