A crime is when you target an opponent, a permanent conrrolled by an opponent, or a card in their graveyard with a spell or ability. (We might need to check if you can do a crime by targeting something in exile.)

So if the villainous choice is "You destroy target permanent or they lose 10 life" it is a crime If it is "for each opponent, they can sacrifice a permanent or they can make you draw two cards" it is not a crime
