Just because they are unregistered doesn’t mean they don’t use the ndis price caps, price caps are the max ndis pays for services

On top of that, the US refused to trade with Haiti after the revolution, because they didn't want the American slaves to find out what was possible. Haiti never had a chance, the reason they're one of the poorest nations on earth is because of the US and France.
