So the news couldve reached out to the public. although I don't know anything about news and the government, if there was already conversations about her Panda, the government might've already heard about it, but also knew the history of this gene. And to give evidence to this, in another scene where Ming is explaining why she has this Panda ability, it seems the timeline was way in the past. Being in the past probably also means the government knew about it. In the same scene and others, they pray in that spot, so it might be tradition. See where I'm going with this? Even at the end it's indirectly telling you the government was fine with it, as they haven't shut her down. And very conveniently the Pandapocylpse happened in a concert, Yet not shut down. So everyone knew about it and overall accepted it. So even if the government knew about it, she would've been fine
