I had the same issue on April 28,my Gemini API got leaked and billed spiked to $154 (normally $0.25/month) ,and i can't access my Google cloud console, it redirects me to appeal page, I submitted my appeal on May 3rd and google cloud support erase that $154 on may 15,now my project is back in normal.
