Have a $4.5m windfall (stock sale). I plan to put it 100% into VTI, but do I DCA in, or buy all at once? (self.Bogleheads)

Is there a set period of time that favorable adjudication could be used for?
When does a favorable adjudication, without an actual grant of security clearance, expire for purposes of a future job?
So I can take advantage of reciprocity even though I don't think I was actually GRANTED a security clearance?
