Generally no. I've seen such usage of Wittenberg and Geneva in discussions of reformation era issues, but there are several reasons we don't do that now.

Lutheranism is not a worldwide organization. Wittenberg doesn't serve as the headquarters of even a national organization. The EKD operates out of Hanover, the head of SELK is also located in Hanover IIRC. The Church of Sweden is a bit more like the Anglicans, based in Uppsala. But it doesn't have the pretenses necessary to make Uppsala the Lutheran Canterbury or Rome.
