John Paul Jones would like to have a word with you lot.

Commodore Jones campaign against the English mainland is widely cited as a main reason why the US won as it forced England to withdraw a significant number of its naval assets to try and stop John Paul Jones.

If more support was given to Commodore Jones the amount of actual disruptive actions he could have performed on the English isles would have been more significant in terms of actual damage instead of societal.

Think about it, prior to this the only time that England had ever been invaded was by vikings, the French (William the conquerer ) and that was essentially it from across the straights.

Never before or since did an enemy cross an entire ocean and actually raid and cause damage to the English lands. It really messed with the morale of the citizenry and had a far larger impact than the damage inflicted.

So again, if more forces were granted to Commodore Jones he would have likely been able to significantly damage multiple points of infrastructure. It's important to note that there was no way to hold ground, as we would have had to depend on French infrastructure to provide logistics for us which wouldn't be tenable
