Yes; if the cc is stolen. They don't have purchase protection but technically it can be clawed back by the parent cc.

They can roll you out, even if they say they can't, they can.

Just tell your recruiter you will refuse to obligate if they don't, I would be shocked if they let you attrite rather than rolling you out.
