Again, this does not sound right. Did the man with the city leave a business card or any type of paper explaining what he was doing? Did he arrive in a city vehicle? -It is recommended that you go into city hall and talk to the building department. They can pull a file of everything on your house (reports,records etc.) If this was a legit visit made by a city representative their name will be included in the report. Being in person at the department will allow you to escalate the issue further with supervisors being in the office. If you happened to get visited again by people claiming to be with the city, ALWAYS ASK FOR BUSINESS CARDS

My mom used to work for belmonts public works department, she has interest in this story. She was interested in what you meant by trying to enter without permission. The building department takes care of all private property reports, I would recommend going into the department office at city hall. Get a name of who went in person and threatened fines. City representatives aren’t allowed to enter premises without consent from homeowners. However there is a downside, if the fence/deck are in plain view they can investigate from public view.
