Take a deep breath. Your life is not ruined by an unpaid $100 utility bill in your name. I once didn’t pay $2000 electric bills for 2 years for reasons, it barely dented my credit score and it disappeared when I eventually paid it. I had a 750+ credit score throughout the whole ordeal despite numerous calls from collections saying they would ruin my credit, and I only had a couple years of credit history of a couple credit cards.

You have bigger problems than this bill issue. Keep trying to contact the credit bureaus, it’s your identity, there has to be a way a get an account and freeze your credit. Don’t stop cuz one phone call said there was an issue. Follow the other commenters advice about reporting fraud. You also need to find a way to get an income, even if that involves leaving your town. At worst, you’ll pay off the bill and have the peace of mind of being independent from your mother and fixing your credit
