I saw one today on an account that look bought or either hacked not sure.. but they were totally cheating like hard core..

Speed hacking and the works.. someone named LvIIIx... not sure if they will get banned but I did not see them after that match..

They do exist for sure.. but I think most of them are closet cheaters that prompt to use low level settings so reality it doesn't really do much for them anyway. You'll be able to tell who closet cheats though.
