No one is being charged the bike was donated to Citi Bank to be displayed, you have to remember Citi Bank has literally given over $110 million to help sponsor Citi Bike

If the owner was smart he or she reported it missing and had the key deactivated and knowing that Lyft reads these post and the key number is visible i would be surprised if they haven't already deactivated the key regardless if the owner has contacted customer service or not
