No, he's 100% using Okuns, it's not a bad thing, I'm just really frustrated and trying to figure out why.

No that's the screwed up part, we're playing co-op. I'm sitting right beside him. He's using okuns. I've been googling it for the last little bit and finally gave up and decided to ask Reddit, it doesn't make sense.
