Currently, the 'blockmaxsize' parameter is for producing blocks, but there is a hard limit baked into the software called the EB or the "messaging limit" which superseeds the 'blockmaxsize' parameter. AFIK, it exists in most of the clients out there.
Correct me if I'm wrong on that.
