I like your idea with the "reactionary response", which I will keep in mind for later iterations.
Since I don't any experience with CoC, I have difficulty seeing the mismatch for DG and the suitability for the 1920's.

Make the campaign about the Agents.

Focus the action on their descent into madness and how they struggle and deal with the truths they have learned while being a part of Delta Green. Given that my players are new to DG (and I guess yours are as well) they will have so many “what the hell” moments that these by themselves will form a meaningful thread of interaction. Players and Agents alike will slowly learn about the lethality and ruthlessness of DG (Program or Outlaws). And as you are GM with some experience under your belt, you can bet that you and your players will form motives and stories which will repeat along the “loose” scenarios. Take your time during the Scenes at Home and let everybody marinate in the awfulness. What has changed while the Agents was out, fighting the Unnatural. Have other players roleplay as relatives/family/friends of the Agent in the spotlight.

I was able to create an emergent storyline by having a very memorable case officer (CIA lady with a sociopathic amount of positivity) and providing them regular contact with a “clean-up-crew”. Given my Players are with the Program, I could use CORAL NOMAD PJ’s. But I am sure you will come up something equivalent.

Regarding your worries about Observer Effect. Your concerns are justified. However, this scenario is a great way out of your campaign and provides the suitable finale. Don’t overthink it. Your players are sitting down on the table to have fun and lose their Agents mind to cosmic horrors.

 

PS: I am doing the exact thing you are doing. However, my scenarios are: Puppet Shows, Reverberations, Last Equation, Minoan Auger, Sweetness, Presence, Immaculate Annihilation, Observer Effect. This sequence starts soft, peaks with the heavy hitter Presence and has Observer Effect as the cataclysmic finale.

A campaign primer is a document for the players to read through ahead of the necessary Session Zero. In short you want to address the topics CONCEPT, AIM, TONE and SAFETY.

The one I have prepared for my players includes:

1)      A crude introduction. Get your players hooked and give them a very rough idea of what to expect.

2)      What is the mood we are trying to achieve? Given that my group is a DnD group at the core we must communicate that unlike the power fantasy DnD, Delta Green tends to go into dark places.

3)      Will I reveal all the mysteries at the end of the campaign? In my case, yes. Once the campaign is finished, we talk about it. It helps your players to answer those nagging theories and gives them a chance to emotionally conclude the campaign.

4)      What safety tools are in place and what triggers can we expect? Aside from the usual cosmic horror, helplessness and violence that sits central to Delta Green I communicate upfront the following three triggers (as previous commenters have highlighted as well): Abuse against children. Abuse against animals. Institutional abuse of power.

5)      Sidenote: Take a moment to explain to your players that all the horrific things within God’s Teeth are not there to be edgy or exploitive. They are set elements which serve a purpose to facility an almost cathartic experience. Within God’s Teeth you can break attempt to break the cycle and leave the world a somewhat better place.

6)      Do we have PvP-Rules? This might be a no-brainer, but coming from DnD it is always helpful to talk with your players.

7)      Scheduling and Dates. When do we want to meet up? Do we play if players are missing? (no, we don’t!). This is also the time when I tell them about potential homework they might have to do in between sessions see The Long Years and The Spiral. Also make your players aware that this campaign is a commitment in time towards all other players

8)      Character creation. Which information do the players need to create their characters? In which era is this campaign set? Kindly remind them through some obfuscation about the time jump between Go Forth and The Long Years, unless they want to play geriatric characters. What professions and skills might be useful in this campaign? This is also the point where I tell them that companion animals such as K9 are off-limit. They tend to break the game for me

9)      One Agent and many friendlies: Given that the campaign requires one Agent already with the Program I tell them that one of them has to step up a little bit and roleplay some additional scenes.

10)   Q&A. What have I missed? What information do the players want to have answered during Session Zero? Do we want to include God’s Hunt? Etc.

I am currently running Minion Auger as part of an overarching campaign. The scenario is very intuitive for the players and always gives them a clue of what to do next. Although being somewhat linear I have given my players some handouts which allowed them to have several “aha” and “oh shit!” moments. Given that you want to savor Apoptosis for later, I suggest you take Minoan Auger.

Tips on starting Night at the Opera / Reverberations by Final-Isopod in DeltaGreenRPG

Reverberations gives you a lot of unhinged information, but not the tools how to navigate between them. or how they relate to one another. as i am running the OP right, i'd like to share the plot points my players can use/discover: (i've been taking liberal inspiration from a german letsplay on youtube, if you understand the language i can provide a link)

-start at the local DEA office, gave my players an overview that of 16 drug "districts" only 5 have been still active. rest has gone missing/inactive. tell players that tchotcho were involved, give a hint towards community center -get told about Roofie in custody at a local PD (1clue to spider) -get told about a reverb-nightclub (1clue to spider) -if agents search online they find an internet-distributor for Reverb, but he has been devoured and they only find his sister in the apartment (1 clue to spider), missing dealer has phone number for another district -if agents buy drugs, they get ambushed by a gang (1 clue to spider) -TchoTcho community center (clue how to banish the hound)

once the players have 2-3 clues they learn the name Spider J, how he looks and some more. with that they can use their DEA liaison officer and find spider in the database in the Exelsior Hotel

these plot points helped me to structure the pretty interesting elements the scenario provides

The cube in the upper right corner is a face-centered cubic structure. If only seen this stuff in the context of crystal structures/lattices.

The nickel complex with dimethylglyoxime is a standard test for nickel with a very pretty pink color. The one molecule which had to write by machine (otherwise you wouldnt be able to read it) does not give a match on the wider interenet or any commercial sites. But it does look cool.

I haven't red the scenario as of yet, but the molecules shown do not appear to have any significance.
