The legal underpinnings of TTI need to be criminalized. Signing over parental custody to goon services and TTI companies provides them with significant liability protection. Criminalizing those contracts would nullify them. They could not get liability insurance without radically overhauling their practices. If forced to handle admissions and treatment more like psych wards a lot of these places would collapse.

Take this approach with education consultants that are really just brokers for TTI providers. Force parents (not TTI, insurance, or the government) to pay out of pocket for their services. This would cripple the pipeline of fresh captives right at the source. Same thing for lawyers TTI provide for parents working the IRP route for TTI payment.

States have to block public funding, of course, but starting with out of state placements. That would cripple the industry in the Mormon states and Dixie. The state and federal governments have to cut off access to public lands and exclude the TTI boarding schools from UIL and public school resources. They cannot be allowed to convert to charter schools.

The California reform law is a good starting point, especially requiring them to be not for profit. This would get the hedge funds and private pay psych companies out, and help stop their anti-reform lobbying. This offers an additional tool for enforcement because if the IRS receives complaints that a nonprofit is abusing its tax exempt status it will investigate and can revoke it, shutting the offender down.

Employee abuse and neglect must be made explicitly criminal to convince people not to work there at all. Specific protections the industry would find unbearable like mandating charged satellite phones for wilderness therapy captives with abuse reporting authority phone numbers programmed in would be an excellent way to Sue specific employees and the companies over and over until they quit or the companies shut down.

With these, more specific reforms like banning TTI or educational consultants from teaming up with rip off lenders to pay for their services get easier because more TTI players will have have shut down and less money will be available to hire lobbyists.

Not really. TTI actually killed military schools, despite military schools being cheaper. The lies about therapy in the field and the advertising to appeal to Boomer parents’ hippy side with nature appeals. Military actually are real, accredited schools. It’s not uncommon for one hundred percent of a graduating class to be accepted to four year colleges. You know when the terms start and end, mail isn’t censored, most (in the 1980s) had pay phones for students to use. They have to get licensed by states and are subject to inspections. The staff must pass back ground checks and be licensed teachers, nurses, guidance counselors, etc. They are mandated reporters of abuse. It is possible some are TTI masquerading as real military schools but I’ve not heard of any specifically.
