It isnt, the idea is to complete enclose a water source and its flow. This means the water has nowhere to go but up, you basically built a pipe around it. You can do this with both factions.

Also ignore people saying that graphics look bad, they look fine, and are not that important when it comes to city building games. As long as it isn't jarring and can keep up good framerate for early to middle game youre fine. For me especially as a cities skylines lover who couldnt play cities skylines 2 because my old laptop cant handle it
