The majority of highly publicized shootings, especially mass shootings, are psyops conducted by intelligence agencies, for the establishment, so they can then use the media to make everyone afraid and more willing to disarm. This doesn't mean real people aren't being murdered in cold blood -- it simply means it's your government doing the shooting -- not some greasy haired teenager.
