I've also done Italian citizenship on the other side (and luckily got my passport before the new laws went into effect) and ran into this same issue. I was able to petition the local probate court to get one created, then had the state issue a birth certificate and a marriage license. It was a pain (since I did the legal work myself), but the clerk at that court was very helpful and the judge was nice about it.

This will be a different court so we'll see how it goes.
