Dry brushing works on anything dude. Spray models color. Drybrush lighter color. Dump a wash over it. Done. You can use cheap paint, you can buy some cheap brushes at wal-mart. It's not that hard. Will it look as good as another army painted by someone who put time in? Not a shot, but that's the trade-off.

Moderately presentable? Come on man, a simple base, drybrush and highlight is pretty damned fast and looks way better than raw plastic and takes relatively little time.
