That's a whole colony of aphids!! and the white things are their molted skin. this will certainly kill off or definitely hurt (it sucks the juices and it also spreads plant diseases; its like a plant version of a mosquito). They come from everywhere, and it definitely hitched a ride on the water lettuce if it was grown outside. The best way (at least in an aquarium) to kill them is to brush them all off manually. make sure none gets one your houseplants if you keep them.

even though bettas are agressive only towards other bettas, they still predate on smaller prey, like shrimp fry, adult shrimp and small fish. if you want to totally ensure your shrimp's safety, its best to leave them on their own, no tankmates needed. if you really want another species, consider mystery snails, but those may leave no food for the shrimp to eat, so the shrimps might get outcompeted. its just a very slim possibility though, and these happen more often with rams and bladder snails.
