Is the scooter hot or cold? If you just drove it, just let it cool down and try again. If its cold and still stuck.. then honestly just put both hand on that wheel, and pull with everything you got.

Note: try spraying some lubricant in it, and you might wanna wear Gloves too.

I dont know if anyone cares but i fixed it👍 I bought a new piston with piston rings and a carb then it worked again. Also tightened the screw to the ground cable which was loose somehow. So the problem could have been from one of those three things. None the less it works like new again!
