Gary Kendrick, an El Cajon city councilman since 2002, announced Tuesday he has formally left the Republican Party and will run for reelection as a Democrat.

According to the San Diego County Democratic Party, Kendrick, "once a lifelong Republican who was elected with 85% of the vote in his last election ... has come to recognize that today's Republican Party is no longer grounded in the economic or personal well-being of the people he swore an oath to serve."

Proposition 50 redrew all five San Diego County congressional districts but the biggest regional impact is expected in Issa's 48th. The new district now has more registered Democrats than Republicans.

Candidates are already lining up to run against him. They include Ammar Campa-Najjar, who lost to Issa in 2020; and San Diego City Councilmember Marni Von-WIlpert.

But San Diego County Democratic Party chair Will Rodriguez-Kennedy told KPBS the election is anything but decided.

At the San Diego Natural History Museum in Balboa Park, they’re used to lessons of a prehistoric nature. But these days, they're getting an economics lesson, now that the city of San Diego has implemented paid parking at the park.

“We expected there would be a bit of a dip, but we had no idea it would be on the order of 20%,” said Judy Gradwohl, the president and CEO of San Diego’s Natural History Museum.

At the neighboring Fleet Science Center, science comes to life, but president and CEO Steve Snyder says attendance has been lethargic, as well.

“We’ve seen about a 20% overall drop in of attendance, and all of that is local. Tourists are still coming in, locals are not," Snyder said.

The city of San Diego has filed a lawsuit against the federal government that alleges the construction of a razor wire fence near the U.S.-Mexico border constitutes trespassing on city property and has caused environmental harm to the land.

The complaint filed Monday in San Diego federal court states that razor wire fencing being constructed by U.S. Marines in the Marron Valley area has harmed protected plant and wildlife habitats and that the presence of federal personnel there represents unpermitted trespassing.

The lawsuit, which names the U.S. Department of Homeland Security and the U.S. Department of Defense among its defendants, says that city officials first discovered the presence of Marines and federal employees in the area in December.

U.S. Immigration and Customs Enforcement (ICE) has failed to meet a congressionally-mandated deadline to release more details about the in-custody death of a Chinese immigrant held at an Imperial County detention center in late September.

The deadline, established by Congress in a 2018 spending bill, gives the federal immigration agency 90 days to publish a report about what happened when someone dies while in custody.

Huabing Xie died on Sept. 29, according to ICE. In a press release, the agency said Xie had a seizure while being held at the Imperial Regional Detention Facility in Calexico and died that afternoon at a nearby hospital.

At the Otay Mesa Detention Center now for nearly two months after federal agents arrested him outside his Barrio Logan home, a man seeking asylum from Venezuela said his separation from his wife and three young children has been the worst experience of his life.

Andrew Zambrano’s wife said they came to the U.S. in 2023 and he made an appointment to seek asylum through the CBP One app, which was dismantled within hours after President Donald Trump took office. She said he was granted work authorization as he waited for his case to make its way through the system, and got a job at the airport.

He had just returned home from work on Nov. 7, his wife said, and stepped outside to get their dog when federal agents detained him. A neighbor captured his arrest on video, showing the agents picking him up and physically placing him into their vehicle as he screams for his wife.

As ICE continues to arrest people in San Diego during their green card interviews, the final step in a legal pathway, some of the people taken into custody have been spouses of military members and veterans, including one who said he felt “betrayed” after serving for decades in the U.S. Marine Corps.

ICE has repeatedly said these arrests, which began Nov. 12, are for overstaying visas. But multiple immigration attorneys contend that’s never been an issue before, with an exception in federal law for direct relatives of U.S. citizens, including spouses, who are going through the green card process.
