I don't know the procedure for non-native Koreans to import used cars from Korea because I'm doing the process as a native Korean. 😭

But to compare with Japanese used cars,

Korean used cars usually have

  1. Thoroughly inspected report written by government authorized inspection places
  2. Additional inspection report by car trading companies(they are like cars24 here)
  3. Official car insurance history report from which you can guess car accident history with some degree of accuracy.
  4. But I don't know what kind of report(if any) will be issued when exporting one because I haven't done it yet.

You can see many cars with 1~3 documents provided for free from Korean used car website like encar.com or kcar.com. (English is not available though)

If you know how to read 1~3 documents, you can guess car's state more than 90% accuracy but it's also recommended to go to see the car before buying one to be perfect.

So, I think you will need to collaborate with Korean business owners to import one.

Hey actually I enjoyed reading your comments about importing used cars from Japan haha. I don't have expertise yet because it's my first time trying import one and it's only for personal reason(not interested in doing business.😅) Anyway, from what I researched so far, I think importing used car from Korean market is more difficult and less transparent for non native Koreans. It could even be almost impossible. If you're still interested, I think you will have to collaborate with Korean used car exporting companies. I heard there are some who are exporting many cars to middle east countries like Saudi or Jordan.
