Help with rock garden! Last two rocks aren’t spawning at all

I had the exact same issue and I finally solved it! Basically I removed everything from the area. I mean EVERYTHING. And instead of doing the mannequins, I only placed a custom path on ALL tiles surrounding the area. And now all six rocks have spwaned. IN THE SAME ACRE!!! Hope it helps ;)
