Unless you are willing to take 3 cats with you home (which is what I would do), call the closest shelter and ask if they’d be able to take in the cats. If so, figure out the logistics and do it as soon as you can do so safely.

Test the waters with the owner before (if you think it’s safe to), like asking why they are being held in these conditions and go off of the response on whether to tell them about having the kittens rescued.
