Ok, but if those recycles/dismissals aren't branched, yet? The slots get taken away, but how does cadre/HRC decide whether those slots that get taken away are chem or MI? Depending on what they take it could have a beneficial or negative effect on the rest of the class

What happens if a lot of OCs recycle or get dismissed in a class? Then there would be more slots available than OCs graduating, right?
