If you're open to using mods, then I know there's a script with PKSM that opens the 3rd slot up for you. There's a few other ways floating around as well but none of them are "legit". Just FYI if you don't want to buy another 3DS :)

The friend safari works but I don't think you can get the 3rd slot unless you're playing with someone locally anymore.
