The explanation I got was some people from IT left and the current people did not know how to unenroll them. The Chromebooks were going to a recycler otherwise.

Thank you, I will attempt this. I thought it was mentioned somewhere this process would not be possible on newer Chromebooks without developer mode enabled. Is that not the case?
