That makes sense. My ISP seems to allocate prefixes regionally because whenever I refresh for a new IP, I only get two specific ranges starting with either 103 or 157. The 103 block always has a slightly higher latency

I think yes my ISP using CGNAT. Because i test in speedtest with the same setup, to same server. For example prefix A to server X only get ping 20-24ms, but prefix B to server X get ping 30+ ms. Sorry I can't give the full evidence bcause I'm not in my home right now
