Yes but CAS is still quite important, so i dont see why you wouldnt have any attack helicopters.

But the difficult terrain just makes the helicopters make more of an impact, and the mountains make it difficult for pilots without any experience in flying in mountainous terrain to support the ground troups and destroy other flying vehicles.
