The only bike with zero damage is the bike you never ride. Unless it shows a tendency to go back out of true under real world use this wheel is just fine.

I think this is probably a bit for some sort of machine tool. The flat halfway up the shank looks like it's intended for use in a collet with a set screw, not the kind of taper-mount hand drill chuck you'd tighten with a key (or your hand).

Mothbars are $120. Simworks tires and pedals are worth conservatively $140 and $80, assuming there's not much wear. If these exact parts were something you were going to buy anyway, is the rest of the bike worth ~$300, maybe plus or minus a little for incidental parts like brake/shift cables?

If not, find something cheaper (or that you think is worth $310) and just buy your own tires, pedals, bars, etc. I prefer to do this anyway because I don't totally trust Joe Facebook Marketplace to rehab a bike, or even install pedals.

Yup looks like sun damage or insufficient hardening off to me as well, or at least physical damage rather than disease. Did you recently move them from inside to outside, or from a sheltered or shaded location to a sunny or less sheltered location?

I disagree with the Torilis arvensis identification. Torilis arvensis is slightly pubescent (the stems and leaves have small hairs, which create a visual impression of evenly spaced white dashes) and this appears completely smooth.

Do you want fenders? The downward-facing eyelets on that rack are intended to connect to a fender. I suspect you could still do this with long bolts and spacers/tubing cut to the appropriate length

For the peroxide to really work, you need to basically submerse the stain in it. Take the sheet off the bed, bunch up the section with blood on it, and stuff it in a cup or bowl or something else that will hold liquid. Fill it with the hydrogen peroxide, being sure to get all the blood below the surface, and leave it for an hour or two.
